While public safety is always a primary concern, most juvenile justice professionals realize that less serious juvenile offenders benefit more from community-based supervision and interventions than they do from secure confinement. In fact, receiving timely support in the least restrictive environment possible can help keep youth from getting more deeply involved in the corrections system. That's where the innovative Community Alternatives Program (CAP)at Youth Alternatives Ingraham comes in.
Through CAP, Youth Alternatives Ingraham provides intensive supervision, monitoring and case management to youth involved in the juvenile justice system. The goal of the program is to keep youth from committing additional crimes and/or interfering with an ongoing court process. By providing services out in the community, CAP also reduces the state's need for costly, secure pre-trial detention.
How CAP Helps
CAP was developed by researching national best practices for what works for young people in the juvenile justice system. While in the program, case managers at Youth Alternatives Ingraham conduct an extensive assessment to identify youths' treatment needs as well as their criminogenic risks (the causes of crime and the probability of re-offending) and protective factors, such as neighborhood attachment and parental monitoring, that may moderate those risks.
We believe that it's important to keep our clients exposed to positive influences such as family and community. That's why our CAP case managers focus on keeping youth engaged with their parents and attending school. Treatment addresses factors that lead to poor decision making and criminal activity. What's more, youth in the CAP program also benefit from intensive supervision, and telephone and electronic monitoring.
Who CAP Serves
CAP is available statewide to youth ages 11-20 who are awaiting adjudication. Youth Alternatives Ingraham delivers CAP in collaboration with Volunteers of America Northern New England. The service is brief, with youth spending no more than 60 days in the program.
